Two Mile Fringe Areas--- Areas located within a 2 mile radius of the Salem city limits are obligated to abide by the ordinances and zoning laws passed by the Salem City Council.  Even though these residents don’t live within the city limits or have a right to vote for the city government, they are obligated to follow all ordinances and laws passed by the city with NO REPRESENTATION.
These matters have been brought to my attention and I believe that representation for those without a voice in city government who are required to live by the ordinances and zoning laws of the city should have some form of representation.
